Since the early beginnings of the Wildland Urban Interface Fire initiatives here in British Columbia the general perception on Fire Protection has been:

It won’t happen to me. Let’s hope not, but it could, if it does, will you be ready?
Not my responsibility. Yes it is, according to various Government Agencies.
My Local Volunteer Fire Department will be there when I need them. Possibly, depending upon their response time and availability of manpower & equipment, they could be busy elsewhere.
The Ministry of Forest and Land Management will be there when I call them. Their first line of attack usually is the wildfire itself and then the home owners second, if manpower and equipment becomes available.
Haven’t had a fire around here in recent memory, or ever. That’s a good thing, however wildfires have no boundaries and can strike anytime, day or night, regardless whether caused by lightening or human involvement.
I will buy what I need when the time comes. That may be possible, if what you need is available.  Often during a major fire event equipment is quite scarce or nonexistent, especially during the Fire Season.
My Insurance Policy will replace my personal items and my home. Perhaps and perhaps not, do you know for sure? What about family and friends?`
